Labels. Each jumper shall be labeled in a permanent and visible manner with manufacturer’s name, contract number, and national stock number.
Workmanship. After completion, the jumper shall be thoroughly cleaned and all foreign matter removed.
Product demonstration model - Offerers are required to submit 2 (two) jumpers of their intended production and style. Product demonstration model will consist of units independently developed. Product demonstration models will be analyzed and evaluated by the Government. Evaluation criteria and basis for award are contained in the solicitation. Production demonstration models will be retained by the Government. One (1) product demonstration model approved by DPSC under the resultant contract will serve as a manufacturing standard for the corresponding production items delivered under this contract. Offerers are advised that the product demonstration model does not relieve the successful offerer of his responsibility to perform in accordance with the Commercial Item Description specified above.
Responsibility for inspection - The supplier is responsible for assuring the product conforms to the requirements. Jumper lots will be inspected to determine conformance with the Commercial Item Description and the successful offerer’s technical proposal as negotiated. Acceptability of jumper lots will be determined by the use of “Sampling procedures and Tables for Inspection by Attributes”, ANSI Z1.4, published by the American Society for Quality Control. Sampling procedures will be designated by the Government at the time of award. The sample unit is one jumper. The jumper will be examined for commercial type defects only.
Defects - The jumpers shall be examined for the following defects: any hole, cut tear, open seam; any inadequate heat seal, i.e., incomplete or irregular such that the seam can be pulled apart with moderate hand pressure; any component omitted or not as specified; any measurement not as specified; design other than specified; any defect not otherwise classified herein but at variance with the product demonstration model; not fabricated in accordance with the product demonstration model; label omitted, incorrect, or illegible.
Preservation. The jumpers shall be packaged in accordance with normal commercial practice. The use of polyethylene film bags is not allowed.
Packing. Thirty (30) jumpers, preserved as above, shall be packed in a fiberboard shipping container assembled, closed, and reinforced conforming to type CF, class domestic, variety DW, grade 275, size 3A of MIL-B-17757. The fiberboard for the liner shall conform to type CF, class domestic of MIL-B-17757. Each container shall have the contents completely covered on the top and bottom with a sheet of commercial grade kraft paper.
Marking – The unit package, intermediate, outer container, and the palletized load, as applicable, shall be marked in accordance with MIL-STD-129.
