COMMERCIAL ITEM DESCRIPTION
SHIRT, MAN’S (AND WOMAN’S LONG SLEEVE)
The General Services Administration has authorized the use of this commercial item description.
This commercial item description covers requirements for long sleeve uniform shirts to be worn by male and female personnel of the Federal Protective Service.
Salient characteristics:
This shirt shall be made from 65 percent polyester/35 percent combed cotton poplin fabric weighing at least 4.0 oz/sq yd (Klopman’s Concept poplin or equal). The fabric shall have permanent press and soil release finishes and shall conform to the breaking strength, tear strength, dimensional change in pressing and laundering, and color fastness to laundering, perspiration, and light requirements of ASTM D 3477. The issue of the test method in effect on the date of the solicitation shall be used to determine compliance with the stated requirements. The shirts shall be light blue (Klopman’s Concept poplin #3975 or equal) with navy blue (Klopman’s Concert poplin #1008 or equal) shoulder straps, or white with white shoulder straps, as specified.
The shirts shall be coat style, form fitting, with long sleeves, and dress style collar and band. The fronts shall have seven buttons with corresponding buttonholes, including one button and buttonhole in the collar band. The buttons shall be 19 ligne, white, pearlized buttons. The fronts shall have a 1 + 1/8 inch turn under to be stitched down on the button side. The front shall have two patch pockets with flaps; the lower corners of both pockets and flaps shall be mitered. The pockets shall measure 6-1/2 + 1/4 inches deep and 5-3/8 + 1/4 inches wide, and the flaps shall measure 2-3/8 + 1/4 inches deep And 5-1/2 + 1/4 inches wide. The top of the pockets shall have a 1/2 + 1/8 inch wide hem. Each pocket shall have a button to correspond to a buttonhole in each flap. The left pocket shall have a pencil division measuring 1-3/4 + 1/8 inch wide; there shall be a corresponding pencil opening through the left flap measuring 1-7/16 + 1/8 inches wide.
The shirt back shall be reinforced by means of a lined yoke. The yoke shall be topstitched on the outside. There shall be shoulder straps measuring 2+ 1/8 inches wide at the sleeve head and tapering to 1-5/8 + 1/8 inches wide at the ends which shall have a point measuring 7/8 + 1/8 inch long. The shoulder straps shall be caught in the sleeve seams and shall be sewn to the shoulder by single needle stitching forming an “X”. Each shoulder strap shall have a buttonhole at the pointed end to correspond to a button attached to the yoke.
The collar shall be a banded, dress style collar with points measuring 2-1/2 + 1/8 inches long in the front with permanently sewn-in collar stays. The width of the collar in the back shall be 1-3/4 + 1/8 inches, and the width of the stand in the back shall be 1-1/4 + 1/8 inches. The collar shall be interlines for body and shape retention.
The sleeve shall be one-piece with placket openings and one-button cuffs. The top placket shall measure 1 +1/8 inches wide and shall be pointed at the top. The bottom placket shall measure 1/2 + 1/8 inch wide. The placket shall measure 6-2 + 1/4 inches form the cuff to the point with a 5 + 1/4 inch opening. The cuff shall measure 2-5/8 + 1/8 inches wide and shall be interlined for body and shape retention. The cuffs shall have rounded corners, and shall fasten with a button and buttonhole.
The shirts shall have a sling type badge reinforcement made from a double thickness of the shirt fabric and located on the inside of the left shirt front. The sling shall measure 1-1/8 + 1/8 inches wide and shall be centered and stitched in the left shoulder and left pocket flap setting seams. There shall be two buttonhole eyelets stitched through the left front of shirt and the sling spaced 1-1/4 + 1/8 inches apart with the bottom eyelet 1-1/4 + 1/8 inches from the top of the left pocket flap.
The bottom of the shirt shall be finished with a continuous closed hem measuring 1/4 + 1/16 inch wide. The shirts shall be available in men’s collar sizes 14-1/2 through 18 and sleeve lengths 31-36; women’s bust sizes 32 through 44.
Workmanship . The shirts shall be free from any defects such as holes, tears, misweaves, spots, uneven dyeing, skipped stitches, etc., that would affect appearance or serviceability. All stitching shall be done with spun polyester thread matching the fabric color, with 10-14 stitches/inch. The collar and cuffs shall be top-stitched 1/8 inch from the edge. Sleeving and closing operations shall be overlock with safety stitch. The collars, bands, pockets, flaps, and shoulder straps shall be die cut to insure uniformity. The finished shirt shall be completely pressed and folded in accordance with normal commercial practice. All edges shall either be turned under and stitched or overedge stitched so that no raw edges are exposed.
